Die vorliegende Dissertation umfasst vier eigenständige Essays, die sich mit den Auswirkungen verschiedener Politikmaßnahmen zur Eindämmung von Liquiditätskrisen bei Banken auseinandersetzen. Die ersten drei Essays untersuchen das Thema theoretisch, während das vierte Essay sich in analytisch-deskriptiver Weise mit den Politikmaßnahmen der Europäischen Zentralbank (EZB) und der Rolle ihres Zahlungsverkehrssystems Target2 während der gegenwärtigen Krise im Europäischen Währungsraum auseinandersetzt. Die ersten beiden Essays betrachten insbesondere die Auswirkungen mikroprudenzieller Liquiditätsregulierung auf das Risiko der Zahlungsunfähigkeit von Banken. Das dritte Essay untersucht die Wirkungen staatlicher Garantien für Bankverbindlichkeiten auf die Zahlungsfähigkeit von Banken und die Rückkoppelung, die sich daraus für die Zahlungsfähigkeit des Staates selbst ergibt. Alle drei Studien nutzen die Theorie globaler Spiele, um die Wahrscheinlichkeit einer Krise endogen, als Funktion der politikrelevanten Modellparameter zu bestimmen. Das vierte Essay untersucht, basierend auf einem stilisierten Bilanzsystem des Bankensystems, die Funktionsweise von Zentralbankmaßnahmen zur Stützung des Bankensektors und die Auswirkungen auf die Bilanzpositionen der Zentralbank. Ferner werden die Konsequenzen analysiert, die sich aus diesen Maßnahmen im Zusammenhang mit der Abwicklung des innereuropäischen Zahlungsverkehrs durch die EZB ergeben. Darauf basierend wird eine kritische Würdigung verschiedener Politikmaßnahmen vorgenommen, welche im Zusammenhang mit der Reduzierung innereuropäischer makroökonomischer Ungleichgewichte und den Ungleichgewichten im Zahlungsverkehrssystem gemacht wurden. ; The dissertation consists of four self-contained essays concerned with the effects of public policies to contain liquidity crises of banks. The first three essays consider the topic from a theoretical perspective, whereas the fourth one provides an analytical-descriptive study of policy measures of the European Central Bank and the functioning of its payment system Target2 during the recent banking and balance of payments crisis in the euro area. The first two essays are primarily concerned with the effects of microprudential liquidity regulation on bank illiquidity. The third study considers the impact of government guarantees on the funding situation of a bank and the resulting feedback effect on the funding situation of the government itself. All three essays use the theory of global games in order to derive the likelihood of crises endogenously as a function of the relevant policy parameters. The last essay uses a stylized system of financial accounts to derive the effects of liquidity support on the central bank's balance sheet and the consequences of such measures with respect to the central bank's payment system. Moreover, on grounds of this framework, a critical assessment of different alternative policy proposals to mitigate euro area internal macroeconomic imbalances and Target2 imbalances is provided.

Using the model of Rochet and Vives (2004), this note shows that a prudential regulator can in general not mitigate a bank's failure risk solely by means of liquidity requirements. However, their effectiveness can be restored if, in addition, minimum capital requirements are met. This provides a rationale for capital requirements beyond the commonly envoked reasoning that they are to be used to control the riskiness of banks' asset portfolios.

Die Europäische Zentralbank (EZB) hat im Zuge der europäischen Schuldenkrise in den vergangenen Jahren massiv an Bedeutung gewonnen. Der sich zuspitzende Verlauf der Krise vor allem in den südlichen Ländern des Euroraums zwang die EZB zu Maßnahmen, die die geldpolitischen Aktivitäten einer Notenbank während ruhigerer Zeiten weit überschritten - besonders in ihrer Funktion als Lender of Last Resort (Kreditgeber letzter Instanz). So stellte die EZB dem Bankensektor nahezu unbegrenzt Liquidität zur Verfügung und kaufte Staatsanleihen der Krisenländer. Schließlich folgte im Sommer des Jahres 2012 das Versprechen, im Rahmen ihres Mandats alles zu tun, um den Euro als gemeinsame Währung zu retten. Diese Ankündigung stabilisierte die Finanzmärkte und Krisenstaaten vorläufig. Dennoch ist die EZB im Vergleich zu anderen Notenbanken in ihren Aktivitäten gehemmt: Anders als etwa die US-amerikanische Federal Reserve hat die Europäische Zentralbank keinen institutionell verankerten fiskalischen Rückhalt. Ihre Maßnahmen sind daher durch die maximalen Verluste, die sie selbst schultern kann, begrenzt. Das bedeutet auch, dass sich die EZB in deutlich stärkerem Maße als andere Zentralbanken gegen etwaige finanzielle Risiken aus ihren geldpolitischen Geschäften absichern muss. Insbesondere während einer Krise schränkt dies ihren Handlungsspielraum bei der Erfüllung ihres Mandats - die Sicherung der Preisstabilität - ein. Darüber hinaus hat die EZB mit der Ankündigung, gegebenenfalls und gegen strikte Auflagen Staatsanleihen von Krisenländern des Euroraums zu erwerben, auch die Rolle eines Lender of Last Resort für Staaten übernommen. Sie sah sich dazu genötigt, da der Euroraum nicht über eine entsprechende Institution verfügte, die gleichermaßen in der Lage gewesen wäre, eine Zuspitzung der Krise und die Gefahr eines Auseinanderbrechens der Währungsunion zu vermeiden. Gleichzeitig ist jedoch fraglich, ob die EZB das Mandat für diese Rolle besitzt. As the crisis worsened, especially in the southern countries of the euro area, the ECB was forced to take measures which went far beyond its monetary policy operations in normal times - particularly with respect to its function as the lender of last resort. The ECB provided the banking sector with almost unlimited liquidity and, in addition, purchased government bonds of distressed countries outright. Eventually, in the summer of 2012, it followed through on its promise to do everything possible to save the euro as a common currency. This announcement temporarily stabilized financial markets and the countries in crisis. Nevertheless, compared to other central banks, the ECB is inhibited in its scope of activities: unlike, for example, the US Federal Reserve (Fed), the European Central Bank has no well-defined institutionally anchored financial backing. Consequently, the measures it can take are limited by the maximum loss it can incur. This also means that the ECB must protect itself more than other central banks against any financial risks from its monetary policy operations. In particular, during a crisis, this restricts its scope for taking measures to fulfill its mandate-securing price stability. Additionly, the ECB has taken on the role of lender of last resort for governments with its announcement in the fall of 2012 to purchase government bonds of distressed countries in the euro area, if necessary, and under strict conditions. It was forced to do so because the euro area did not have a corresponding institution capable of stopping the crisis worsening and preventing a break-up of the monetary union. At the same time, however, it is indeed questionable whether the ECB has a mandate for this role. The European Stability Mechanism (ESM) would, in principle, be better suited to act as the lender of last resort for governments should future crises occur. However, it must be given access to ECB credit in order to fully perform this function.

Why do politicians sometimes pursue policies with uncertain outcomes? We present a model in which politicians are unable to pre-commit to a status quo policy, and where investors and voters face a conflict over the division of output. Politicians may deviate from the status quo and pursue risky policy gambles in order to raise aggregate output to satisfy voters. These policy gambles may have a "populist" and self-fulfilling flavour: they can command electoral support despite being against voters' best interests. We analyse how consensus-building institutions eliminate the gamble equilibrium and enhance voter welfare. We interpret the United Kingdom's decision to leave the European Union through the lens of the model.

Die Inflationsrate im Euroraum liegt seit knapp einem Jahr unterhalb der von der Europäischen Zentralbank angestrebten Zielmarke und wird voraussichtlich auch in der kommenden Zeit auf einem sehr niedrigen Niveau verharren. Zum einen steht eine solch geringe Inflation nicht im Einklang mit der Zielsetzung der EZB, zum anderen besteht in dieser Situation die Gefahr, in eine Deflation abzurutschen. Angesichts der historisch niedrigen Leitzinsen drängt sich die Frage nach den geldpolitischen Optionen auf. Der Handlungsspielraum der EZB ist beschränkt. Es verbleiben ihr vor allem unkonventionelle Maßnahmen, wie endgültige Käufe von Wertpapieren, um einer etwaigen Deflation entgegenzuwirken. Aber auch die Finanz- und Wirtschaftspolitik ist jetzt gefragt, der niedrigen Inflation und den Deflationsrisiken aktiv zu begegnen. ; Inflation in the euro area has been below the European Central Bank's target for almost a year now and it is also expected to remain at a very low level in the near future. On the one hand, such a low level of inflation is not in line with the ECB's objective. On the other hand, there is the risk that this situation will lead to a slide into deflation. In view of the ECB's historically low policy rates, the question arises as to which monetary policy options are available. In order to counteract possible deflation, primarily unconventional measures remain open to the ECB, such as outright purchases of securities. But the onus is also on fiscal and economic policy to actively address low inflation and the risks of deflation.
